Customer Experience Director Recruitment in Housing Association
1 June 2025
Customer Movers and Shakers Q2 2025
18 August 2025Case Study
A retained executive search for a Chief Financial Officer within a private, PE-backed Utilities organisation operating through market volatility, increased regulatory scrutiny and wider transformation.
This was not simply a finance appointment. The business required an Executive leader able to bring financial credibility and stability, operate effectively with the Board and leadership team, and connect financial strategy with wider operational and transformation priorities.
The Challenge
The organisation was operating in a highly volatile Energy Retail market while navigating significant market disruption, increasing regulatory scrutiny, pressure on financial performance and governance, and evolving ownership and strategic direction.
The incoming Chief Financial Officer therefore needed to do more than lead the finance function.
The brief required someone able to:
- operate credibly at Executive and Board level
- balance commercial performance with regulatory expectations
- manage complexity, risk and ambiguity
- work effectively across multiple functions
- bring stability and confidence during a period of change
- contribute to longer-term succession and capability building
The organisation also had a strong commitment to diversity, further increasing the importance of conducting a broad and evidence-led search rather than relying on familiar sector networks.
Our Approach
Douglas Jackson partnered closely with the CEO, Group HR Director and wider leadership team to define the outcomes expected from the appointment, the leadership profile required and the cultural and behavioural characteristics likely to support long term success.
Rather than focusing purely on job title or direct sector history, the search considered leadership capability across Utilities and adjacent regulated sectors.
More than 150 senior finance leaders were mapped and assessed.
Candidates were evaluated through in-depth conversations covering experience, leadership style, cultural alignment and ability to operate in a complex Executive environment.
Behavioural profiling was also used to provide further evidence against the organisation’s leadership requirements.
A shortlist of six candidates was presented, supported by detailed insight, interview guidance and continued advisory support throughout the selection process.
The Outcome
Five shortlisted candidates progressed to interview, with four advancing to the final stage.
The process resulted in the successful appointment of a senior finance leader with the capability, credibility and leadership presence required by the organisation.
The campaign was completed: On time. Within budget. With strong Executive alignment.
Following the appointment, the organisation benefited from strengthened financial leadership, stronger alignment between financial performance and strategic priorities, increased confidence across the leadership team and Board, and greater clarity in navigating continuing market complexity.
The appointed leader quickly established themselves as a trusted and effective member of the senior leadership team.
Client Feedback
I would use both of these prominently because they talk about the quality of the process rather than simply saying “great candidate”.
“I’ve been impressed with your professionalism, preparation and thoughtful approach… I’m really excited by what they can bring to the business.”
Chief Executive Officer
And:
“Knowing it has been in safe hands when we have been so busy has meant it is one thing we have not had to worry about.”
Group HR Director
That second quote is particularly good lead-generation material. It speaks directly to a CEO or HRD carrying a difficult senior hire alongside everything else.

Why It Matters
Financial leadership in Utilities and other regulated sectors increasingly extends well beyond finance.
CFOs are expected to contribute to transformation, regulation, risk, investment decisions, operational performance and longer-term business resilience while maintaining the confidence of Boards, shareholders and wider stakeholders.
The challenge is therefore rarely simply finding someone who has previously held the title.
It is identifying a leader with the judgement, credibility and breadth to operate effectively in the environment the organisation is actually facing.
